The simple answer to why was Medigap created is this. Medicare doesn’t cover all your medical bills. Medicare Part A (the hospital portion) requires an up front, per admission deductible that is your responsibility. Medicare Part B (doctor and outpatient care) has an annual deductible that you must pay. You are also responsible for the 20% Part B coinsurance not paid by Medicare.
Without Medigap your out of pocket expenses could run in the thousands of dollars.
