   Technically, Medicare is not an entitlement program. Wage earners PRE-PAY for Medicare during their working lifetime. Thus for most, it is an earned program.

   Same for Social Security.

   Both plans are supposed to be pre-funded with reserves. Unfortunately, poor money management has left both programs under-funded and in danger
