Long Term Care Insurance started in the 1980’s. The first group Long Term Care Insurance policy was written in 1987. The Health Insurance Portability and Accountability Act (HIPAA) of 1997 set standards for federally qualified Long Term Care plans that have minimum standards and can receive favorable tax treatment.
