TRICARE is the major part of the Military Health System, a system that utilizes combined resources of military hospitals and clinics with civilian health care networks, as well as a combination of different coverage options depending on where the person is currently stationed.
TRICARE coverage does meet the requirements for having minimum essential benefits as called for under the Affordable Care Act.
