at age 17 you are not old enough to “contract”. Therefore the only source of insurance for you is through being listed on the same policy with your parents and therefore your parents have the right to consider if you conduct yourself responsibly or if you are a headache and if they are going to risk having insurance covefrage for you and if they are going to trust you to drive and not cause your parents to find themselves being sued for your lack of good judgment
